Three thresholds, two boards, and fencing in neither
South Carolina splits residential work across two boards, and the thresholds are the part everyone gets wrong.
Under Title 40 Chapter 59 a Residential Specialty registration is required above $500 for ten named trades including roofing, and a Residential Builder licence above $5,000. Under Chapter 11 a general or mechanical licence is required above $10,000, and that is where HVAC, plumbing and electrical sit. The Chapter 11 figure was raised from $5,000 in 2023, so guidance written before then is stale.
Fencing appears in neither list. It is absent from the specialty classifications and from the Chapter 11 classifications, so no South Carolina licence or registration applies unless the work is itself a residential structure above $5,000.
One diary item: from 1 July 2026 Charleston County folds its sub-trade permits, roofing among them, into a single main building permit, with a new revision fee and a higher reinspection fee.
A board founded in 1931 reviews the outside of the building
Charleston established the first preservation ordinance in the United States in 1931. The Board of Architectural Review it created reviews all exterior work visible from any public right of way, covering new construction, alterations and renovations.
That reaches trade work directly. The City's own permit guidance lists BAR review as a step for Residential re-roofing and for window and door replacement within the designated purview, and fences, walls and site work have their own submittal packet.
The boards meet on the second and fourth Wednesday and Thursday of the month, with applications due around ten days ahead. A job quoted as two weeks of work can carry a month of review in front of it, and pricing that calendar is the difference between a profitable historic-district job and an apology.
The fifty per cent test is a scope change
From 1 July 2020 all new construction in the Special Flood Hazard Area must be designed two feet above base flood elevation, and a residential substantial improvement carries a one foot requirement. Since 1 January 2024 slab-on-grade building diagrams are prohibited there.
So a large remodel that crosses the fifty per cent substantial-improvement line brings an elevation requirement with it. That is a scope change rather than a paperwork step, and it is the item priced wrong most often in this market.
The water is not hypothetical. NOAA's Charleston tide gauge recorded 21 high-tide flood days in 2023 and 14 in each of 2019 and 2020. Storm damage records here are less useful: 580 of 751 county storm rows across 2015 to 2024 have an empty property damage field, so those totals are a floor rather than a measure.
