A bond, insurance and a registration before the first permit
Pulling an electrical, plumbing or gas and mechanical permit in Metro Nashville requires registering as a State Trades Contractor first, and that registration requires a $40,000 Metropolitan Permit Bond, a certificate of insurance with $300,000 general liability minimum, a Davidson County business licence and a Tennessee qualifying-agent affidavit.
That is a real barrier to entry, and it cuts in your favour once you are through it. A market with a bonding requirement carries fewer casual entrants than one without, and the cost is a fixed annual overhead rather than a per-job one.

Belle Meade issues plumbing and mechanical itself, and every electrical inspection there is performed by the State of Tennessee. Forest Hills and Oak Hill run their own building officials.

Davidson is one of nine Tennessee counties requiring a state Home Improvement Licence for residential work from $3,000 to $24,999, covering fencing, roofing and painting among others. Above $24,999 a full contractor licence applies, and plumbing and electrical carve out into limited licences at the same line.
One home in fifty is a licensed short-term rental
Metro Codes publishes the short-term rental register as open data. It holds 6,930 active permits, of which 4,902 are non-owner-occupied, against 344,794 total housing units. That is 2.0% of the entire stock.
Those properties run on a commercial maintenance cadence. Turnover cleaning, systems that cannot fail during a booked weekend, same-day repair because a bad review costs money.
