The oldest housing stock of the Tennessee metros
On ACS 2020–2024 five-year estimates the city of Knoxville records a median year of construction of 1974. Nashville-Davidson reads 1987 and Chattanooga 1976 on the same table and vintage. At metro level Knoxville is 1986 against Nashville's 1994. Margins of error run one to two years, so the gap sits well outside sampling noise.
The city is also the thinnest owner-occupier pool of the three: 46.6% owner-occupancy and 52.3% single-family detached, with median household income of $54,039. The metro inverts it hard at 70.4% owner-occupied, 70.1% detached and $72,422.
A median home built in 1974 has passed through the typical heating and cooling replacement window two or three times and sits in original cast-iron or galvanised plumbing territory. Combined with 3,636 heating degree days against 1,526 cooling, this is a heating-led replacement market rather than a cooling-led one.
A city and a county six code cycles apart
The City of Knoxville Plans Review and Inspections Department enforces the 2024 International codes with the 2023 NEC. Unincorporated Knox County enforces the 2018 International codes, adopted by Ordinance O-18-10-101 on 19 November 2018.
The county's amendments to the 2018 IRC widen the gap further. Residential fire sprinklers are optional, blower-door air-leakage testing is removed, duct blower testing is removed, whole-house mechanical ventilation is optional and programmable thermostats are not required. None of those reliefs applies inside the city.
Electrical splits too. Inside the city limits the permit comes from the City. Outside them the State of Tennessee issues the electrical permit and performs the inspection through core.tn.gov, since Knoxville Utilities Board stopped reselling state permits on 1 January 2025. Knox County also accepts third-party inspections for most stages, though gas meter sets and all final life-safety inspections stay with the county.
The rebate is gated behind a membership
Knoxville Utilities Board is a TVA local power company, and TVA EnergyRight publishes residential rebates of $800 for an air-source or dual-fuel heat pump at 17 SEER2 or higher, $500 at 15 to 16.99 SEER2, $800 for a ductless mini split, up to $400 for central air conditioning and $300 for duct sealing or replacement. Those are the amounts published as at 28 July 2026, with no expiry stated.
The condition is the part that decides deals. TVA states that all rebate-eligible upgrades must be completed by a member of the Quality Contractor Network, and that the contractor must join within 90 days of project completion for the upgrade to qualify.
So a contractor outside that network is quoting against competitors who can take $800 to $1,100 off the same job without touching their own margin. In a metro whose median home was built in 1986 and whose city core was built in 1974, the pipeline this applies to is most of the market.
